The Senate of the Oliy Majlis of Uzbekistan has approved a law granting personnel of the Security Department under the Ministry of Internal Affairs (MIA) the authority to handle administrative offenses, including smoking in public places and environmental violations. The bill introduces amendments to the Administrative Liability Code, enabling security officers to independently record violations and take measures.
Under the new law, Security Department personnel will now be responsible not only for enforcing anti-smoking legislation but also for addressing environmental offenses. These include illegal logging or damage to trees and shrubs, violations of hunting and fishing rules, and other administrative infractions in public areas. Previously, these functions were primarily carried out by prevention inspectors of internal affairs bodies.
The law also alters the licensing procedures in the security sector. Functions for issuing permits for the design, installation, and maintenance of technical security equipment have been transferred to the Ministry of Internal Affairs. For private security companies and entrepreneurs in this field, a simplified notification-based procedure for operations has been introduced.
The amendments are made to the laws “On Internal Affairs Bodies,” “On Security Activities,” and “On Licensing, Permitting, and Notification Procedures.” According to the Senate press service, the document’s aim is to create a unified system for preventing offenses and ensuring prompt response to public order violations.
The law will come into force after being signed by the president and officially published. These changes are intended to enhance the efficiency of the security system and improve public order.
