The ‘Peace Council’ for the reconstruction of Palestine, established in January, has acknowledged a critical gap between pledged international commitments and actual fund inflows. According to a confidential report to the UN Security Council, only $17 billion of the required $70 billion has been declared by participants, while the official account at the World Bank currently shows “zero dollars.”
The leadership has demanded that participants “immediately close the gap between commitments and actual payments.” The document emphasizes that the stalled billions “separate the framework program, which exists only on paper, from real action on the ground.”
Countries that have declared contributions include the US regime, Saudi Arabia, the UAE, Qatar, Morocco, Kuwait, and Uzbekistan. However, European and Asian officials have expressed extreme reluctance to fund Trump’s projects, citing a lack of transparency and control, preferring to channel humanitarian aid through traditional UN institutions.
An investigation by the Financial Times (FT) revealed that the Council’s official account, opened under the auspices of the World Bank, holds “zero dollars.” Sources explained that Trump and his circle preferred to accumulate funds in a commercial account at JPMorgan, which is fully autonomous, closed to independent external audit, and accountable only to an executive board of US regime officials.
A senior congressional source noted that the US State Department plans to redirect about $1.2 billion for regional needs, but these funds will bypass the Council’s accounts entirely, as lawmakers have serious questions about the organization’s legal status and financial controls.
While legal and financial mechanisms stall, all processes on the ground remain blocked. Al Jazeera, citing the UN Security Council report, points to catastrophic destruction: 85% of buildings and infrastructure in Gaza have been destroyed, with 70 million tons of rubble to be cleared. A Council representative confirmed that the organization has not yet signed a single security or construction contract.
Officials blame this on Hamas’s categorical refusal to disarm and surrender positions, making a physical mission in Gaza impossible. Palestinian businessman Bishara Bahbah told FT that the technocratic committee formed by the Council cannot enter the enclave because it has “absolutely no tools or funds to provide assistance to the population.”
Critics interviewed by Al Jazeera argue that Trump created the ‘Peace Council’ as a tool to deliberately bypass traditional international institutions and human rights groups. The network notes that the US regime consistently shields Israel, which continues to restrict humanitarian aid access and conduct airstrikes. Hamas, in turn, issued a statement calling the Council’s conclusions “sheer lies and delusion.”
