The National Assembly of Vietnam (Parliament), with all 495 members participating, unanimously voted to approve Communist Party General Secretary To Lam as the country's president until 2031. This decision marks his official return to the leadership position after a brief tenure in 2024.
To Lam was re-elected to the key political post of Communist Party leader in January 2026, which holds primary authority in Vietnam's political system, while the presidency is largely symbolic. His simultaneous holding of both top posts makes him the third figure in Vietnam's history to do so, after Ho Chi Minh and Nguyen Phu Trong.
Born in 1957 in Hung Yen province to a police officer's family, To Lam graduated from the People's Security Academy and served in the Ministry of Public Security (intelligence and armed forces). He has been a member of the Communist Party since 1982 and is regarded as a proponent of a conservative line.
During his leadership, To Lam has implemented government administration reforms and launched infrastructure development projects. In foreign policy, Vietnam continues its course of deepening ties with all major power centers, known as "bamboo diplomacy." However, the effectiveness of this approach in addressing economic and geopolitical challenges remains uncertain, raising questions about its long-term sustainability.
