️ The Central Bank of Uzbekistan clarified on March 5 the situation regarding the specification of purpose for transfers between bank cards in mobile applications. The regulator stated that banks and payment organizations can implement this function on a voluntary basis, expanding or reducing its parameters based on their internal policies and technical capabilities.
️ Earlier reports indicated that some banking apps had introduced a mandatory field for specifying the purpose of transactions when transferring funds between cards. Senders were offered a choice from 16 options, including "payment for goods and trade," "debt repayment," "transfer to family or relatives," "utility payments," "education expenses," "medical expenses," "charity," and others.
️ The Central Bank explained to Kun.uz on March 3 that information entered by users is not shared with third parties and is used only within the standard processing of operations inside the mobile app. The regulator also emphasized that such updates are technical in nature and aimed at improving service functionality, with no restrictions imposed on transfers or transactions.
️ The Central Bank noted that commercial banks and payment organizations had previously received a letter in line with the execution of the presidential decree dated December 10, 2025, "On Additional Measures to Popularize Cashless Payments and Reduce the Share of the Shadow Economy." The document provided for the implementation of a purpose specification function for transfers between individuals through mobile applications.
️ In its March 5 statement, the regulator highlighted that to enhance this area while preserving individual technical solutions and user interfaces of mobile apps, and considering their specific architecture, technical capabilities, and individual features of each bank's app, commercial banks and payment organizations are invited to submit their proposals and comments to the Central Bank's Payment Systems Department.
