Abror Khudoyberdiev, head of the Crime Prevention Department of the Olmazor District Internal Affairs Coordination Office in Tashkent, has been dismissed from his position. This was announced by Deputy Minister of Internal Affairs Ramazon Ashrapov at a press conference on April 11. Khudoyberdiev's dismissal is linked to his improper order to prevention inspectors to find individuals engaged in vagrancy on the streets and formalize administrative protocols against them.
In audio and video recordings received by the editorial office of Kun.uz, Khudoyberdiev can be heard instructing inspectors, if they cannot find vagrants, to "close" themselves or their relatives as such. He stated: "Hey, prevention inspectors, I'm telling you again, vagrancy is at zero. Shameless, isn't there vagrancy in Olmazor District? Do vagrancy now. Everything is at zero with protocols: forced treatment zero, vagrancy zero, administrative protocol zero, administrative control zero. What, have you fallen behind yourselves, shameless? Come on, make at least one vagrant. Take yourself and close as a vagrant, take your relative and close as a vagrant. You'll be a vagrant yourself."
Additionally, in video recordings, Khudoyberdiev mentions the need to complete 300 protocols and orders all staff to go out onto the streets. He said: "We have 1 hour left. At 22:00, there will be a report. I don't want to go. 'Come on,' now 'let's gas,' it reached 300, we have 200 protocols left, everyone go out to the street!" In another video, he added: "Prevention inspectors, here now I made a promise. By 00:00, we need to do 300. Now honestly, if one 'parade' you do, don't be upset. Everyone—'noch-poch,' everyone go out now. I'll go out myself too, here."
These materials sparked widespread discussions on social networks. Following this, the Tashkent City Internal Affairs Coordination Office issued an official statement. The information emphasizes that most cases of vagrancy and begging on the streets are not due to real need but are deliberately organized fraudulent activities. It particularly notes that the use of children and feigned disability to elicit compassion from citizens poses a serious problem for society.
It is reported that systematic work is being carried out in Tashkent against cases of vagrancy and begging. Over the past three months, 283 individuals engaged in vagrancy and 210 individuals engaged in begging have been identified in the capital, with legal measures taken against them. The Internal Affairs Coordination Office clarified that no plans or mandatory indicators are imposed on employees in this direction. Their main task is to identify individuals disrupting public order.
At the press conference, Sharof Uralov, head of the Crime Prevention Service of the Ministry of Internal Affairs, stated that identifying cases of begging and vagrancy is a service duty of prevention inspectors, but they are not given specific assignments. He said: "We do not set a 'plan.' But one must not forget that combating crime is a service duty of prevention inspectors. Similarly, in cases of vagrancy, special measures and raids are conducted, and the task of identification is assigned. The main reason for this is that our people should move freely. If not identified over three to four months, minors and other citizens suffer. Therefore, [prevention inspectors] identify cases of begging and vagrancy as a service duty, but they are not given specific assignments."
Uralov assessed Khudoyberdiev's words "We'll close you or your relative as a vagrant" as violating moral norms, erroneous, and impossible. According to him, Khudoyberdiev's demand to inspectors was incorrect, and he might have said so to close his own report on identified cases. Conversations have been held with all subordinate leaders to stop such cases and avoid giving such tasks to "precinct officers." Ultimately, Deputy Minister of Internal Affairs Ramazon Ashrapov confirmed that based on a service inspection, Khudoyberdiev has been dismissed.
