️ Uzbekistan has introduced additional measures to protect women and children from violence and early marriage. The President signed a decree establishing new mechanisms to detect early marriages, strengthen penalties for crimes against minors, expand support for victims of violence, and implement a series of social measures for youth and young families.
️ A key focus of the decree is the prevention of early marriages. The state plans to establish a specific list of grounds for lowering the marriage age and introduce administrative liability for calls to marry minors and the promotion of such marriages.
️ Representatives of mahallas, civil registry offices, educational and medical institutions, and religious organizations are now required to report cases of early marriage or pregnancy in girls under 16 to internal affairs bodies and "Inson" social service centers. Failure to report such information will result in administrative liability.
️ By the end of 2026, the Ministry of Internal Affairs will develop a special O‘smir-signal module in the electronic system for recording crimes and incidents, enabling rapid information sharing between various agencies on such cases.
️ Starting in 2027, young families who register their first marriage after both spouses reach 21 years of age will be eligible for additional benefits and state support measures.
️ From April 1, 2026, the my.ihma.uz application will be installed, with consent, on the mobile devices of women who have obtained protection orders, allowing them to instantly send an SOS signal and report incidents of violence.
️ From November 1, 2026, pre-investigation checks and preliminary investigations for a range of sexual crimes, including rape and sexual intercourse with persons under 16, will be conducted exclusively by prosecution authorities.
️ Starting in 2027, the investigation and adjudication of cases involving violence against women and children will generally be assigned to investigators and judges who have undergone specialized training.
