Uzbekistan has established administrative liability for the illegal use of portable laser emitters. According to amendments to the Code of Administrative Responsibility, fines with mandatory confiscation of devices are now imposed for improper use. The penalty ranges from 15 to 25 BMR (approximately 6.2 million to 10.3 million Uzbek soums).
Stricter measures are set for illegal production, storage, transportation, and export of such devices from the country. In these cases, fines increase to 15–30 BMR (approximately 6.1 million to 12.3 million soums) with confiscation. These measures aim to prevent the hazardous use of laser devices.
Maximum liability is prescribed for illegal sale or import of laser devices into the country—from 25 to 50 BMR (approximately 10.3 million to 20.6 million soums) with seizure of the offending items. These legal provisions were adopted to mitigate security threats associated with laser emitters.
Additionally, the law clarifies provisions regarding the activities of mahalla public order protection points and expands the powers of inspectors working locally. These changes are intended to enhance law enforcement at the grassroots level.
It is recalled that the import and sale of laser pointers in Uzbekistan were banned back in the spring of 2013. The new rules are introduced as additional measures to strengthen this ban and combat illegal activities.
