Uzbekistan's Committee for the Development of Competition and Consumer Rights Protection has identified systemic issues in the activities of the developer Golden House Property Group. The investigation was prompted by a sharp increase in complaints from homebuyers. A total of 74 complaints were filed against the company in 2025 and the first quarter of 2026.
As a result of the Committee's intervention, 54 cases were resolved in favor of citizens through settlement agreements and pre-trial mediation. A recalculation of funds totaling 1 billion 128 million 669 thousand sums was made from the developer in favor of consumers. This indicates that the company frequently disregards legal requirements.
Despite the measures taken, the flow of complaints against the developer has not decreased. In the first three months of 2026 alone, 34 more citizens expressed dissatisfaction with Golden House's activities. Demands were satisfied in 19 of these cases, proceedings were initiated in 5, and inspections were scheduled for the remaining 10 with notification to relevant authorities.
The Committee emphasized that the situation with Golden House is part of a general trend. The number of complaints against entrepreneurs in the country is growing rapidly: from 19,000 appeals in 2023 to 54,000 in 2025. This confirms that businesses often ignore legal requirements.
In this regard, the regulator called on all developers to set realistic deadlines for completing projects and not to restrict consumer rights in contracts. The Committee stated it will continue to strengthen monitoring and take action against violators.
