According to the Competition Committee of the Republic of Uzbekistan, a total of 2,057 complaints against developers of multi-apartment buildings were received in 2025 and January-February 2026. This figure shows an ongoing trend, with over 350 additional complaints filed in the last two months, indicating persistent issues in the construction sector.
The primary reasons for the complaints were poor-quality construction (33.8%) and delays in handing over houses (33.1%). These two factors account for nearly two-thirds of all cases, highlighting widespread problems related to developers' failure to adhere to construction standards and timelines.
An example cited involves a resident of Surkhandarya region who paid nearly 1.4 billion soums for an apartment in Tashkent, but the developer failed to deliver the property on time, with construction quality also being subpar. Following the committee's intervention, the money was fully refunded, showcasing the regulator's role in protecting consumer rights.
Overall, 1,529 complaints (74.3%) were resolved positively, reflecting the committee's effectiveness. Funds recalculated in favor of consumers amounted to approximately 24.4 billion soums. The committee continues its work in this area, aimed at strengthening oversight in the construction industry and safeguarding citizens' rights.
