๏ธ Uzbekistan President Shavkat Mirziyoyev signed a decree on February 24 titled "On Measures to Accelerate the Provision of Housing to the Population and Efficiently Organize the Construction of Multi-Storey Apartment Buildings." The document aims to consistently continue reforms to improve housing conditions for the population, regulate the construction of multi-storey buildings, implement housing construction based on principles of integrated development in close connection with demographic and urbanization processes, and further develop the mortgage credit market.

๏ธ According to the decree, the duration of the investment-construction period, which includes processes for land allocation and issuance of permits for multi-storey building construction, will be reduced by 1.5 times. Additionally, it is planned to gradually increase the share of apartments built through renovation from 15% to 60% by 2040. The document also confirms target indicators for commissioning multi-storey buildings until 2040 (in 2026 โ€” 140.2 thousand apartments, in 2027 โ€” 150.1 thousand, in 2040 โ€” 280.6 thousand).

๏ธ Under the decree, the Council of Ministers of the Republic of Karakalpakstan, regional administrations, and the Tashkent city khokimiyat must annually analyze data on prospective construction volumes, population growth, housing needs, and the state of engineering and transport infrastructure in their territories by October 1, and develop proposals for multi-storey building construction, submitting them to the Ministry of Economy and Finance and the Ministry of Construction and Housing and Communal Services. The Ministry of Economy and Finance, together with the Ministry of Construction and Housing and Communal Services, must annually by November 15, based on strategic directions and sectoral analyses for housing construction, with clarification of financial sources, submit to the Cabinet of Ministers a draft of target indicators for commissioning multi-storey buildings in the republic, coordinated with the National Committee for Sustainable Development of Urbanization and the Housing Market and relevant ministries and agencies.

๏ธ The decree states that in multi-storey building construction, based on principles of urbanization and integrated development, with consideration of available opportunities and resources, priority will be given to implementing renovation projects. In Karakalpakstan and regions, mass renovation and integrated development projects that meet legislatively established criteria for selecting new territories for "New Uzbekistan" complexes will be granted the status of "New Uzbekistan" complexes, allowing the application of existing procedures and funding sources to them. In developing road-transport and engineering-communication infrastructure projects for "New Uzbekistan" complexes, renewable energy installations, energy-saving equipment, and alternative heating systems will be widely used, and a "green" transport environment will be created.

๏ธ In 2026, to provide working capital for construction organizations participating in building multi-storey apartments in "New Uzbekistan" and other complexes, commercial banks will allocate a total of 3.8 trillion soums, including 600 billion soums from the State Budget for "New Uzbekistan" complexes. The decree also envisions the establishment of investment companies based on the experience of "Tashkent Invest Company" JSC and "Samarkand Invest Company" JSC. They will serve as a bridge between business entities and state bodies and be responsible for implementing integrated development projects. The supervisory board of investment companies must include at least one member from representatives of the National Committee and/or the Public Council under it.
