️ Nodira Hakimova, Deputy Head of the Presidential Administration for Judicial Reform in Uzbekistan, commented in an interview with “Uzbekistan 24” TV channel on plans to increase the administrative detention period for indecent exposure. ️ A presidential decree aimed at strengthening the... protection of women’s and children’s rights has tasked relevant agencies with preparing amendments to enhance accountability for a range of sexual crimes and violations, including indecent exposure. ️ Hakimova stated: “The five-day administrative detention is causing significant public dissatisfaction, as it is considered insufficient and too formal a punishment.” ️ It is reported that cases of indecent exposure involving underage girls are reviewed by district prosecutors for signs of criminal activity before being referred to court. ️ Bahodir Sheranov, Head of the General Prosecutor’s Office Department, said: “This serves to ensure the inevitability of punishment for crimes committed against minors.” ️ Currently in Uzbekistan, indecent acts against children are in some cases classified as sexual violence, which is considered not a crime but an administrative violation. This issue was previously highlighted by the Nemolchi.uz project. ️ As activists emphasized, individuals who commit indecent acts against minors often escape proportionate punishment – investigators and judges frequently treat this violation as an administrative offense, contrary to the law. ️ Previously, it was reported that a man who smothered a colleague with a pillow in a hotel during a business trip for refusing sexual intercourse received a 5-day administrative detention under the indecent exposure article. The Tashkent courts press service called this “the maximum punishment provided by the sanction of this article.” ️ Meanwhile, a man who exposed his genitals to a woman on the street was sentenced to 15 days of administrative detention under articles for indecent exposure, petty hooliganism, and disobedience to law enforcement officers.
