Uzbekistan, Tashkent – AN Podrobno.uz. President Shavkat Mirziyoyev reviewed a presentation on reducing bureaucracy and improving oversight efficiency in the construction and housing-communal sector. Measures to simplify permitting procedures, digitize control, and reduce human factors were presented.
Currently, starting construction requires 8 documents, and processing times can reach 3–12 months. Proposals include canceling some requirements and automating processes through system integration, which would cut application review times by 7 times. The design permit and architectural-planning assignment will be merged into a single document, issued automatically via the ShaffofAI system.
Licensing of construction and design organizations will be drastically accelerated: instead of 14 working days, the procedure will take about 5 minutes, and data verification will move to an electronic format without the need to attach documents.
Acceptance of completed facilities will also be simplified: the number of documents will be reduced, and the timeline cut from 2 months to 15 days. Acceptance of buildings with minor deviations that do not affect safety will be allowed.
Online monitoring of construction sites will be introduced. Cameras will be installed at large facilities and residential complexes worth over 3 billion soums. This will allow recording deviations from projects, monitoring worker attendance, and reducing the shadow economy.
To improve oversight quality, a rating system for controlling organizations will be implemented on the "Shaffof Qurilish" platform, with remote monitoring of their work. Materials used in construction must be registered in an electronic system with quality confirmation, and penalties for violations will be strengthened.
A separate section addresses illegal construction: as of April 1, nearly 3,800 such objects have been identified nationwide. Plans include introducing notifications for developers, integrating digital systems, and tightening liability measures.
Control in the multi-apartment housing sector will also be strengthened. For unauthorized dismantling of load-bearing structures, the inspection will have the right to directly fine violators, especially in buildings older than 50 years.
The president supported the proposed measures and instructed to ensure their practical implementation, taking into account the opinions of businesses and industry specialists.
