Uzbekistan's healthcare system is entering a new phase of transformation, affecting management and investment policy. The key element of these changes is the revamped agency: the Agency for the Development of the Pharmaceutical Industry has been transformed into the Agency for the Development of the Medical and Pharmaceutical Industry.
President Shavkat Mirziyoyev signed the corresponding decree. The restructured agency will begin operations in September 2026. It will now be responsible not only for pharmaceuticals but also for the development of the entire medical infrastructure.
Key tasks include supporting private clinics and integrating them into the healthcare system, introducing modern technologies, and attracting direct foreign and local investments. Special emphasis is placed on developing public-private partnership mechanisms and supporting investment projects.
A “single window” format will be introduced for investors, providing consultations and services. Additionally, the agency will participate in transferring state medical institutions to management based on strategic development programs and will be involved in developing a master plan for the entire healthcare system.
An important innovation is the creation of the investment company Health Invest in the form of a joint-stock company. A special fund for the development of medical organizations will also be established under the agency.
The head of the agency will have powers equivalent to the first deputy minister of health, including responsibility for attracting investments and implementing PPP projects. These measures are expected to accelerate the modernization of the sector and increase access to quality medical care in the country.
Earlier, the President of Uzbekistan signed a resolution on reorganizing healthcare management and appointing the head of the updated structure — Abdulla Azizov was appointed Director of the Agency for the Development of the Medical and Pharmaceutical Industry under the Ministry of Health.
