In the audio recording, Khudoyberdiyev is heard instructing subordinate inspectors to issue 300 administrative protocols against vagrants, and if such individuals could not be found, to target their relatives or even themselves. The service inspection conducted by the MIA confirmed Khudoyberdiyev's actions, leading to his termination from duty.
