In the audio recording, Khudoyberdiyev is heard instructing subordinate inspectors to issue 300 administrative protocols against vagrants, and if such individuals could not be found, to target their relatives or even themselves. These demands violate police service ethics and legal procedures, sparking public outrage and criticism from citizens over the abuse of authority.

The service inspection conducted by the MIA confirmed Khudoyberdiyev's actions, leading to his termination from duty. Ministry representatives emphasized the seriousness of the incident and the need for stringent measures to prevent similar occurrences in the future.
