Residents of 14 apartments in Boysun District, Surkhandarya Region, have been left without proper housing for five years after their two-story building was demolished in 2021. A contract was signed with the construction company "Alisher" and its owner Behzod Safarov, promising to build a new multi-story apartment building and pay rental fees, but these commitments have not been fulfilled.
The contract was notarized by Fayzullo Shoymardonov, yet it lacked specific deadlines for the completion of the new building and exact amounts for rental payments, relying instead on verbal agreements. The builder initially promised monthly payments of 500,000 soums, but these have been irregular and incomplete. According to affected resident Otabek Khursandov, the builder pledged to deliver new apartments within a year, but five years have passed with the project still unfinished.
Part of the demolished building remains unconstructed. The new five-story building only has a completed exterior, with internal work—such as room divisions, electrical wiring, and plumbing—still pending. Attempts to contact builder Behzod Safarov and his father Abdusalom Safarov were unsuccessful. Notably, Behzod Safarov also serves as a deputy in the Boysun District Council of People's Deputies.
Residents have filed multiple video appeals, visited the district hokim's office, and raised the issue in a 2023 live broadcast of "Xalq bilan muloqot" (Dialogue with the People). At that time, the deputy hokim for construction, Kholbek Ramazonov, claimed that the builder's credit issues were resolved and the building would be delivered in the third quarter of 2023, but this promise was not kept. A later promise on January 24, 2026, to hand over the building on March 21 and settle all rental debts also went unfulfilled.
Construction passports at the site indicate a 12-month building period, yet the project remains incomplete after five years. Residents report difficulties in seeking help from local authorities, who are allegedly preoccupied with "Boysun Bahori" (Boysun Spring) events. Inquiries sent to the Boysun District hokimiyat have gone unanswered.
