Uzbekistan has introduced amendments to 1 Code and 3 laws aimed at enhancing family and social protection. The new norms focus on supporting families raising children with disabilities, expanding transport benefits, and assisting women affected by violence.
Key changes include revisions to the Tax Code, where parents or guardians using daycare services for children with disabilities aged 3 to 18 are exempt from income tax on payments for these services up to 3 million soums per month per child. Additionally, until January 1, 2030, entrepreneurs providing such services through public-private partnerships are exempt from all taxes except social tax.
Significant updates have been made to the law "On Regulating Free Use of Urban Passenger Transport." The list of individuals entitled to free travel (excluding taxis) has been expanded to include persons equated to war invalids from 1941–1945, as well as individuals with Group I disabilities and one accompanying person.
Lawmakers have paid special attention to women facing violence. Mechanisms have been added to the "Population Employment" law to facilitate their employment. Based on applications from "Inson" centers, affected women with necessary knowledge and skills will be referred by local labor authorities for employment in state organizations and companies with a state share of 50% or higher.
Furthermore, a new provision requires women affected by violence to be registered with local labor authorities as job seekers based on referrals from "Inson" centers, even without a personal application from the woman herself. This will enable state services to proactively assist in the socialization and economic independence of victims.
