President of Uzbekistan and Supreme Commander-in-Chief of the Armed Forces Shavkat Mirziyoyev chaired a meeting on April 6 focused on strengthening the country's defense capabilities and providing social support to military personnel. The meeting emphasized the integration of the military and education systems, with a comprehensive package of benefits for servicemen to be introduced starting from the 2026/2027 academic year.
The key innovation will be the opportunity for distance learning at universities directly during military service. Preparatory courses for applicants will be organized in military units, and interest-free loans will be provided to those serving on a contract basis. Soldiers who successfully combine service and studies will be equated to students of military faculties and, upon graduation, will receive the rank of reserve lieutenant. Additionally, outstanding servicemen, winners of olympiads and sports tournaments will be able to enter universities without entrance exams.
The reforms will also affect professional training. Under the principle of "One Soldier – One Profession," courses lasting from 3 to 6 months will be organized for servicemen, with state certificates issued upon completion. For those who wish to work in the private sector after military service, the state will cover training costs through vouchers from the Employment Support Fund. For individuals aspiring to enter civil service, a 10% benefit in the form of additional points during testing has been established.
Special attention is paid to intellectual development. An annual four-stage reading competition titled "Shield of Spirituality" will be established in the Armed Forces. Finalists will compete for the main prize from the Supreme Commander-in-Chief – a modern electric car. Stage winners will also receive monetary awards and diplomas. The head of state approved these proposals, emphasizing that the army should become a school for forming a highly intellectual personnel reserve for the country.
