TASHKENT, Uzbekistan — The registration system in Uzbekistan has transitioned to a new digital format, significantly speeding up and increasing transparency in the process of obtaining permanent or temporary residence registration.

Under the new rules, property owners and prospective residents no longer need to appear in person to confirm consent for registration. Instead, identity and consent of both parties will be verified remotely via biometric systems Face-ID or Mobile-ID.

Approved on May 5, the regulations establish a clear timeline: individuals have 10 working days to register after moving to a new address. Property owners are now required to notify authorities if someone resides in their property. For those with multiple properties, clarification has been added that permanent registration is allowed at only one home or apartment.

Special provisions protect family interests and property rights. Minors are now registered at the address of their parents or guardians without needing the property owner's consent. The law explicitly distinguishes between the right to reside and property ownership: registration at a place of residence or stay does not grant any claim to ownership of the property.

Citizens can choose their preferred registration method: fully online via the EPIGU portal and E-xabar berish system, or in person at government service centers, "Smart Migration" points, or authorized bodies.
